The earliest the State could lift its Regional Stay at Home order for the Bay Area is January 7. But due to ongoing regional ICU availability limitations and continuing increase of cases, San Francisco does not expect the Bay Area will meet the State’s thresholds for lifting the order by that date. Drive in theaters and other performances delivered in a drive in context must cease. Restaurants and any other establishments offering meal service, may only operate for delivery or take-out. Eating and drinking on the premises is prohibited.
Together, we will get through this, and our community’s health will be protected. Now is the time to do everything we can to prevent the situation from getting much worse in a matter of days or weeks. We need and appreciate the cooperation of everyone who lives and works in San Francisco to act immediately.

San Francisco Mayor London Breed said she was glad the state adjusted its rules and the city updated its guidelines to reopen outdoor playgrounds last Thursday. San Francisco and the other six counties said that hospitalizations "have leveled" in their joint statement, but that prematurely lifting restrictions could lead to a large surge in cases and cause the virus to spread further. Destroying the economy, people’s livelihood, mental & physical health, because the hospitals are getting full, is WRONG! The stay-at-homes cause more mental, physical & financial duress than the virus itself. The orders would only lift if the region’s ICU capacity is projected at above or equal 15 percent four weeks out.

The updated order states that playgrounds will remain open "to facilitate physically distanced personal health and wellness through outdoor exercise," according to the California Department of Public Health. "This change was made to balance the risk of negative impacts on mental health for those in complete isolation of others and the risk of transmission between two masked, distanced individuals who are outdoors," the department said in a statement. "Although it is safer not to have any interactions outside the household, people living alone especially need an outlet to maintain their well-being during the current surge." The group also plans to release "a set of broad indicators" that will be used to track their progress in responding to the coronavirus, according to the joint statement. The counties' health officials expect to be responding to the coronavirus for "a long time" in their communities.
On Sunday, December 6, San Francisco will close all personal services, outdoor dining, public outdoor playgrounds, outdoor museums, zoos and aquariums, drive-in theaters, and open-air tour busses and boats. Additionally, San Francisco will halt indoor limited personal training in gyms and limit outdoor gyms and outdoor fitness classes to a maximum group size of 12 people at a time, including instructors and participants. Low contact retail such as pet grooming, electronics or shoe repair services, may only operate in a curbside drop-off context.

The average number of COVID cases increased more than tenfold from 32 in mid-October to 372 at the surge’s peak. Establishments offering personal care services including hair and nail salons, barbers, tattoo, piercing, estheticians and massage must cease operations, including both indoor and outdoor operations. If SF hits the ICU capacity threshold of 15%, triggering the regional order and state mandate to stay at home, the region would continue these restrictions for at least three weeks from that point. All retail stores such as shopping malls, hardware stores, pharmacies, convenience stores, equipment rentals and specialty stores as well as standalone grocery stores need to reduce capacity to 20% and implement a metering system to maintain capacity.

The phasing of additional activities is structured to maximize the City’s ability to track these local health indicators and ensure that San Francisco continues to manage its risk and to protect public health. While San Francisco recognizes and is attempting to align with the State’s thresholds, the City will continue on a reopening path based on its local health indicators and the unique challenges and successes of its local reopening.
